English Councils Plan to Sell Off Community Hubs and Sports Centres to Balance Books

According to a recent survey of local authorities, English councils are planning to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that 60% of councils are planning to sell assets to meet the rising costs of adult and children’s social care.

Councils have in the past come under fire for selling public land and land to shore up their budgets, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

The group noted that a high proportion of authorities seeking to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on service redesigns and utilising savings to manage increasing financial challenges.”

Specific Cases of Planned Disposals

One local authority in Kent announced its asset disposal plan included the disposal of a shopping centre in Rainham and a community venue in another town to raise 20 million pounds over five years.

  • Gillingham golf club and business parks owned in two English counties, which all generate rent for the authority, will additionally be sold under the plan.

Council Tax Rises and Wider Fiscal Pressures

This research of councils in the coalition, which covers several urban centers, also found that more than 70% of councils will have to raise council taxes next April to cover the growing cost of essential services, increased rates of housing insecurity, and a longstanding housing shortage.

Medway council said it will press ahead with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these take time to deliver both better provisions and cost efficiency,” stated a council leader.

He added: “There are population challenges which will continue to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Patterns and Projections

A survey of regional authorities this week also found council budgets being stretched by the increasing figures of young people and older individuals needing Send support.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Ministers have put off planned reforms to the special educational needs framework until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

Based on the latest deprivation measures (IMD) for English councils, several key cities members were among the most deprived in England.

  • “Member cities like several major towns place in the top 30 nationally under the 2025 deprivation indices,” said the report.

“While only one key city is among the ten most deprived for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The data underscores the extent of challenges confronting local leaders across major urban centers in the coming year,” the analysis concluded.

“Council officials have been explicit about the necessity for a equitable and lasting financial structure that reflects and responds to the real levels of disadvantage and demand,” said Michael Mordey.

“Without this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

A fifth of councils have reduced or weakened social care provision in the past 12 months, the survey revealed.
